If you look at the pictures of the COs you will notice these are usually quite large buildings. These building are very expensive to build. Instead of building a costly CO everywhere necessary the telephone company will deploy an RT (remote terminal.) These devices act as mini COs and allow the telco to deploy phone service further out without spending so much money.
The nice thing about RTs is that they can be equiped for DSL. Because they are run through fiber they are not subject to the distance limitation that copper fed COs are subject to. If your phone lines hook up to a DSL ready RT you can get DSL through it and you can purchase any speed plan that your telco offers. If your CO is dsl ready and you do not meet the distance limitation to recieve it your only hope is that a local RT is "lit up."
